Design is woven into Equitech’s core team, whether in the form of product, engineering, visual, or services. Collectively, they make up Equitech’s health by design practice, a multi-disciplinary in-house design team that delivers non-linear improvements in care outcomes.

CEO and Founder
Chi Ling is the Founder and CEO of Equitech, a social enterprise building Speedback and other AI-first digital health infrastructure in Southeast Asia. She is currently a Harkness Fellow in Healthcare Policy and Practice with the Commonwealth Fund, serving as a visiting scientist at the University of California, San Francisco, and the University of Colorado Anschutz. She is also a faculty member of the Yong Loo Lin School of Medicine at the National University of Singapore.
She has consulted for the World Health Organization and spent a decade in Singapore’s public service, holding senior roles in the Ministry of Health, Government Technology Agency, Smart Nation and Digital Government Group, and the Prime Minister’s Office.
Her work modernizing healthcare technology at the Ministry of Health supported Singapore’s pandemic response, including the national COVID-19 vaccine rollout of over 15 million doses, mobilization of 22,000 healthcare workers, and coordinated management of test and vaccination records. Regionally, Chi Ling has advised healthcare institutions across Singapore, Hong Kong, Australia, New Zealand, Thailand, Vietnam, Brunei, Cambodia, Malaysia, and the Pacific Islands.
